This proportional map of Pennsylvania awards nine seats to Democrats and eight to Republicans. To achieve proportional representation, this map splits sixteen counties and thirty-eight cities and towns, including Pittsburg. This map complies with Section 2 of the Voting Rights Act by creating a majority-minority district in Philadelphia and achieves equal population (the maximum deviation is eleven people). In creating this map, I tried to differ as much as possible from the proportional map released by theGovernor Wolf to show an alternate way to achieve proportionality.
