This plan is a good-government plan, prioritizing compactness and retention of political subdivisions. To achieve this, the three largest counties must be split as they each exceed the population of a congressional district, and a few voting districts must be split to abide the Supreme Court's requirement for precisely equal population. It was, however, possible to avoid splitting any cities or towns. The final plan has the minimum of three split counties, along with four split voting districts and zero split cities and towns; and has strong compactness statistics.
