This is a proportional representation map for the state of Utah. My goal at the outset was to ensure that in a state where more than a third of residents are Democrats, a democratic candidate will win at least one congressional district in almost all elections. The resulting map creates a district in Salt Lake City (District 4) with a D +18 margin (see PlanScore - note that due to an unresolvable technical issue, District 4 is labeled as District 1 in the PlanScore data only). As a consequence of creating this district, all other congressional districts favor Republicans by double digit margins. In addition, several counties were split in order to obtain equal population and to avoid dividing reservations into separate districts. All districts have an equal population plus or minus one person.
