This plan creates two majority minority districts for maximum minority representation in Louisiana. African Americans make up 32% of the population in Louisiana, which means that under the Voting Rights Act, African American Americans should make up the majority in 2 out of 6 of the districts. Under the current plan, African Americans make up the majority of the population in only one district. This plan creates two majority African American districts, Districts 1 and 5, in the Baton Rouge and New Orleans metro areas respectively.
