This map maximizes compactness (mean Reock score is .5) while minimizing county splits to create a compliant, perfect population distribution map. Louisville is split between two counties, but the rest of Kentucky's major cities are kept intact, including Lexington. Kentucky's current Congressional district map is significantly less compact, especially in district 1. This map will likely maintain the current political balance in the state and is projected to yield 5 R, 1 D representation in Washington.
