Mississippi has 82 counties and 1,834 voting districts. This map only splits 2 of the former and 5 of the latter. The districts are not as compact as they could possibly be if more subdivisions were split, but they still are reasonably shaped. The average Polsby-Popper score is 0.27, and the mean Reock score is 0.42. The map preserves the VRA district in West Mississippi—while a second Black-majority district could be drawn (see the "Two Majority-Minority Districts" Map), such a district does not appear to be required under Section 2 of the VRA, as the Black population would not be overly compact, and Black voters would receive a disproportionate share of districts. These districts would also best approximate the balance of power in Mississippi (with Republicans holding three seats and the Democrats holding one).
